CEAC 2019: Safety in debate

The Annual Conference of Cosmetics Europe (Federation of European Cosmetic Companies) was held on June 12 and 13 in Brussels. Its theme was “New Horizons”, but it opened with a session largely dominated by a topic that seems to have blocked the cosmetic industry’s horizon for several years now: the debate on ingredients’ safety. Faced with Salvatore D’Acunto, from the European Commission, and Gerald Renner from Cosmetics Europe, Monique Goyens, from BEUC, raised the somewhat dissonant voice of consumers. Discussion hotspots: CMRs, endocrine disruptors and e-labelling of fragrance allergens.

To all credit, it was Salvatore D’Acunto, Head of the Cosmetics Unit at the European Commission, who opened this first plenary session of the Cosmetics Europe Annual Conference.

The “good work” of the Commission

He recalled the “intense work” carried out by his services over the last 12 months, which had resulted, inter alia, in the adoption of eight regulations amending the “Ingredients” annexes of Cosmetics Regulation 1223/2009 (including one introducing a new preservative) and the glossary on ingredients, the adoption of a list of potential endocrine disruptors whose evaluation is a priority, accompanied by a call for data launched in May, the launch of the consultation on electronic labelling of fragrance allergens.
Other concrete actions still to come: the annual report on animal experimentation, which should once again conclude that the measure is being properly complied with, the updating of the catalogue of nanomaterials and a review of the Cosmetics Regulation on this subject, the finalisation of the second CMR Regulation

Salvatore D’Acunto also praised the cosmetics sector’s efforts to reduce microplastics and welcomed the quality of the dialogue between the industry and the SCCS, and even then, he qualified, the industrialists could have better …
