Regulations: hot spots in the world

Just like every year, during a conference at the Beyond Beauty show, Anne-Marie Breton, International Regulations Project Leader at FEBEA (France’s Federation of Beauty Companies), took us on a world tour of regulations. And it comes as no surprise that the 2015 trip stopped over at a few places already mentioned in 2014.

Just like last year, Anne-Marie Breton started her world tour with African and Middle East countries.

Morocco

‘This country is still one of those that are changing’, the speaker announced. After a first decree in 2012, there is now a new one dated October 2014, which should comply with European Cosmetics Regulation 1223/2009…. although the list of differences between the two texts is quite long.
• The notification has been replaced by a registration, ‘which is far from following the European principle’, Anne-Marie Breton underlined. It will take six months to have products registered.
• The Product Information File (PIF) must be archived by the company governed by Moroccan law, and of course, as the speaker commented, ‘no one will be too happy to have their product files in the hands of Moroccan operators’. The text specifies it must be made available to authorities ‘if need be, and on request’.
• An ‘Annex F’ was added in the form of a list of cosmetic products subject or not to the opinion of the Cosmetology Commission, although no one knows which criteria it was based upon
