China: operational implementation of CSAR for cosmetic products

Since January 1, 2021, China has been implementing its new Cosmetic Supervision and Administration Regulation (CSAR). Composed of more than 20 texts, it concerns all aspects of the manufacturing and marketing of cosmetic products, and introduces many new requirements. During the 19th Perfumes & Cosmetics Congress, which was held in Chartres on December 1 and 2, 2021, Tiphaine Daubert-Macia, Head of Operational Regulatory Affairs at LVMH Research, reviewed the main points and detailed the implications for operators in China.

“We were used to seeing regulations in preparation in China, draft texts that replaced other draft texts, while continuing to live with regulations dating from 2010… 2021 has changed everything: CSAR has arrived,” introduced Tiphaine Daubert-Macia.

The main features of the CSAR

This new regulation has brought a major change from pre-market control of products with registration procedures, to control from the beginning to the end of the product’s life, from the selection of raw materials to the presence of the product on the market during its entire life cycle.

A 360° regulation
With the CSAR, the Chinese authorities wanted to publish the regulations which, according to them, are the most complete and precise in the world. It is thus a 360° regulation, which covers the aspects of safety and quality, as we know it in Europe, but also efficiency. All these points are subject to controls by the Chinese authorities before the product reaches the market.
“This brings with it burdens and constraints that are unprecedented compared to what is known from a regulatory point of view throughout the world and in Europe,” commented Thiphaine Daubert-Macia.
