Every year, as a conclusion to the Chartres regulatory congress, the FEBEA’s (French Federation of Beauty Companies) whole team answers random questions prepared by congress participants over the two days of conferences. On the agenda of the 2016 edition, there were the status of threatened substances, animal testing, the PIF and safety assessment, international regulations, personalized cosmetics and, of course, the current hot topic: claims.
Here is the first part of this article, which gathers questions on the ingredients, the issue of traces and impurities, and animal testing.

Alcohol denaturation

Does the complete denaturation process recently published apply to cosmetic products?
European regulation 2016/1867 of 20 October 2016
introduced a new common process for the complete denaturation of alcohol. The cosmetics industry uses partially denatured alcohol. This euro-denaturant used for complete denaturation does not need to be applied in this case.
Salicylic acid

May we use salicylic acid in a cosmetic product intended for the European market? Given the RAC Opinion (Committee for Risk Assessment) on CMRs, what is its future?
Right now, salicylic acid appears in Annexes III and V of the Cosmetics Regulation: therefore, it is authorized and can be contained in a cosmetic product. However, under Article 15 of the Regulation on CMR substances, the industry will create a consortium to set up a safety file to be submitted to the SCCS with a view to defend the substance.
