98 contributions to the consultation on the revision of the Cosmetics Regulation

98 contributions à la consultation sur la révision du Règlement Cosmétiques

98 contributions were received by the European Commission during the consultation on the revision of the Cosmetics Regulation 1223/2009, which ended on 21 June 2022. All of them are available and can be consulted online.

Of these 98 contributions, almost a third (32%) came from French entities. They are followed by :
• Belgium: 17%
• Germany: 9%
• United kingdom: 6%
• Italy and Denmark: 5%
• Netherland: 4%
• Poland: 3%
• Portugal, Finland and Spain: 2%
Contributions were also received from South Africa (CTFA), the USA (PCPC), Ukraine, Japan (Japan Cosmetic Industry Association) or Australia.

Contributors include:
• Companies/Business: 34.69% (including L’Oréal, Henkel, Unilever, L’Occitane, NAOS…)
• Business associations: 28.57% (including Cosmetics Europe, FEBEA, Cosmed, Unitis, EFfCI, IFRA, ERPA…)
• NGOs: 18.37% (including PETA, Cruelty Free Europe, Plastic Soup Foundation, Générations Futures, the EDC-Free Europe coalition…)
• European citizens: 6.12%
• Public authorities: 6.12% (including the German environnmental Agency, lthe Denmark Ministry of the Environment, the French Directorate General of Health…)
• Consumers organisations: 2.04% (including the BEUC…)…
Also noteworthy are the contributions of the SCCS and the SCHEER, the two Scientific Committees directly affected by the revision of the Regulation.

The European Commission has posted all these contributions online and must now analyse them before finalising its revision proposal, expected by the end of 2022.
