Reminder: new restrictions for Dihydroxyacetone come into force

This 26 January 2022 marks the entry into force of new restrictions under Regulation 2021/1099 for Dihydroxyacetone, notably when used in non-oxidising hair dyes and self-tanners.

Regulation 2021/1099 of 5 July 2021, in addition to adding Deoxyarbutin to Annex II (prohibited substances) to the Cosmetics Regulation, amended its Annex III (restricted substances) to define maximum concentrations of Dihydroxyacetone in finished products.

As of 26 January 2022, new products placed on the EU market must not contain this substance beyond:
• 6.25% in non-oxidative hair dye products
• 10% in self-tanning products

All products already on the market that do not comply with these provisions must be withdrawn by 22 April 2022.

It is the responsibility of manufacturers and Responsible Persons to take all appropriate measures to meet these dates, including informing distributors and organising possible withdrawals of non-compliant products from the market.
