Titanium dioxide: Europe's refusal to accept a revision of a classification project

On 4 October 2019, the European Commission adopted the Delegated Regulation amending for the 14th time the CLP Regulation on classification, labelling and packaging of substances and mixtures. In particular, this text provides for the addition of Titanium dioxide to its Annex VI, as a category 2 carcinogen by inhalation for mixtures placed on the market in powder form containing 1% or more of titanium dioxide particles with diameter ≤ 10 μm.

In response to the many criticisms and protests received within the framework of the WTO, the European Union sent a reply, which sounds like a refusal to accept any revision.

And thank you to the Delegations of the United States, Mexico, Canada, the Russian Federation, Australia, Japan and New Zealand for their comments on the draft Regulation on hazard classification of several substances, including cobalt and titanium dioxide, amending the EU Regulation (EC) No.1272/2008 on the classification, labelling and packaging of substances and mixtures (CLP Regulation).
