Regulatory news: the 10 announcements of the Perfumes & Cosmetics Congress

During the Cosmetic Valley Perfumes & Cosmetics Congress, held in Chartres on November 6 and 7, 2019, the 17 presentations and question and answer sessions on the program provided an opportunity for speakers to make some announcements. An additional preservative in Annex V to the Cosmetics Regulation, the new regulations to come for several ingredients (CMR, Endocrine Disruptors…), the future of the “DPS Phenoxyethanol”, the new IFRA standards, the control of “Free-from…” claims and the other focus of the competent authorities (ANSM and DGCCRF)… Here are the 10 main news that marked these two days of congress.

In front of more than 600 delegates from 15 different countries (including 6 from outside Europe), the Perfumes & Cosmetics Congress once again made itself an essential regulatory event for the cosmetics sector this year. This 2019 edition kept its promises, and was an opportunity for the speakers to make some important announcements.
While waiting for the exhaustive reports of the conferences that will soon be published on CosmeticOBS, here are the 10 major pieces of information that were given throughout the two days of conferences.

1. HEPB, Coatings for TiO2 nano: two Regulations adopted

Salvatore D’Acunto, Head of Unit Health Technologies and Cosmetics of DG Grow at the European Commission, announced that two Regulations have just been adopted to amend the annexes to Cosmetics Regulation 1223/2009. Both were actually published on 7 November.

Regulation 2019/1858
It introduces a new preservative, Hydroxyethoxyphenyl Butanone (HEPB), into Annex V of the Cosmetics Regulation, with a maximum concentration of 0.7% for all types of cosmetic products.
