Regulation 2022/2195 of 10 November 2022, published in the Official Journal of the European Union on 11 November, amends Annexes III (restricted ingredients) and VI (authorised UV filters) to Cosmetics Regulation 1223/2009. It provides for new conditions of use for BHT, Homosalate and Resorcinol and the authorisation of a new UV filter.

Butylated Hydroxytoluene (BHT)
• Antioxidant added to Annex III, and limited to 0.001% in mouthwash, 0.1% in toothpaste and 0.8% in other leave-on and rinse-off products.
• Entry into force from 1 July 2023 for products placed on the market and 1 January 2024 for products made available on the market.
Acid Yellow 3
• Colorant added to Annex III, and permitted in non-oxidative hair dye products at a maximum concentration of 0.5%.
• Entry into force from 1 July 2023 for products placed on the market and 1 January 2024 for products made available on the market.
Homosalate
• UV filter already present in Annex VI, and now only allowed in face products with the exception of propellent spray products, at a maximum concentration of 7.34%.
• Entry into force from 1 January 2025 for products placed on the market and 1 July 2025 for products made available on the market.
Bis-(Diethylaminohydroxybenzoyl Benzoyl) Piperazine (HAA299)
• UV filter added to Annex VI, and permitted in nano and non-nano form at a maximum concentration of 10%.
