It has just been published and is one of the most complex pieces of European legislation. At Cosmetic Valley’s 22nd Congress on Regulatory Issues - Fragrance & Cosmetics, Gilles Swyngedauw, from Albea, came to decode the European Regulation on packaging and packaging waste, focusing on its requirements in terms of the substances they are made up of, their recyclability and the recycled materials they contain.

On this 1 February 2025, certain provisions of two European regulations will come into force for products placed on the market. Regulation (EU) 2024/858 bans 12 ingredients in nano form and imposes restrictions on the use of hydroxyapatite, while Regulation (EU) 2024/996 introduces restrictions on several endocrine disruptors and Arbutin.

Following new exposure data taken into account in the SCCS Opinion on Hexyl Salicylate, concerns have been raised about the safety of Methyl Salicylate for children. The European Commission has therefore asked for this point to be reassessed, and the Scientific Committee has just published its preliminary opinion on the subject.

On 20 January 2025, the European Chemicals Agency (ECHA) launched consultations on the proposals, from Hungary and France respectively, for harmonised classification and labelling (CLH) of Sodium chlorite and Resorcinol. These consultations are open until 21 March 2025.

In a press release published on 23 January 2025, French Anses confirmed that glyoxylic acid, used in hair straightening products, can cause acute kidney failure. The Agency recommends that a risk assessment be carried out under the European Cosmetics Regulation to decide on a restriction or even a ban on this substance.
