End user

Being the last one of the actors involved in the life of a cosmetic product, an "end user" is precisely defined in the Cosmetics Regulation (Regulation 1223/2009 – implemented in full on 11 July 2013).

After the Article 2 of the Cosmetics Regulation, an end user is "either a consumer or professional using the cosmetic product."

It is understood that the professional uses the cosmetic product in the course of his profession, as it is the case for a hairdresser with a shampoo, or a beautician with a mask.
