This statment on the label means the product has been formulated to minimize the risk of allergies, or that the tests conducted announce a very low sensitizing potential. It does not mean that the product can completely avoid any possibility of skin reaction or sensitization.
This statement is not regulated and the degree of confidence we can have in it is the same as it grants the producer.
This one, in that case, would only have an obligation of means, not results.
In fact, it is almost impossible to promise that a cosmetic product can keep safe from any allergic reaction or even irritation.
Possibily reassuring, the statment "hypoallergenic" does not constitute a 100% guarantee.
