Withdrawal

A withdrawal of a cosmetic product is precisely defined in the Cosmetics Regulation (Regulation 1223/2009 – implemented in full on 11 July 2013).

After the Article 2 of the Cosmetics Regulation, a withdrawal is "any measure aimed at preventing the making available on the market of a cosmetic product in the supply chain."

A cosmetic may be withdrawn from the market, on its manufacturer’s initiative or on request by the competent authorities, for instance, in case of an undesirable effect linked to its use, of a batch contamination or of non-compliance to the regulatory requirements.
