Customizable cosmetics: regulatory prerequisites

At the 2017 Cosmed International Congress, Vanessa Picot, Cosmetics Inspector at ANSM, made an update on what ANSM has been working on and on the latest inspections, focusing on the ongoing campaign on customizable cosmetics. She also detailed the supervisory authorities’ expectations as regards the PIF and GMPs for these particular products.

It was meant to last a year, but the ANSM inspection campaign on customizable and/or DIY cosmetics highlighted so many issues that the Agency decided to go on with it. In addition, ANSM found itself in the context of the boom of personalization, with very different situations and cases requiring adapted, personalized regulatory answers.

The purpose of the campaign is to verify the compliance of this type of products with regulatory inspections and possibly GMP inspections, in particular when the PIF (Product Information File) is available on the production site, or when mixtures intended for consumers are made in stores and/or at workshops.
Vanessa Picot presented the first conclusions:
• One case was deemed compliant
• Three Responsible Persons got a reminder of the law for breaches considered minor
• Administrative actions were taken nine times – they led to injunctions five times
