Cosmetic ingredients: 2 EU notifications to WTO

The European Commission just transmitted to the Committee on Technical Barriers to Trade in WTO two draft regulations aimed to amend the Cosmetics Regulation 1223/2009. Topics: the ban of a UV-filter, restrictions for 9 hair dyes and authorisation of Thioglycolic acid in products intended for eyelash waving.

The draft Commission Regulation aims at prohibiting the use of 3-Benzylidene Camphor as a UV filter and a UV absorber in cosmetic products by deleting it from the list of authorised UV-filters in Annex VI and by adding it to the list of prohibited substances in Annex II to Regulation (EC) No 1223/2009.

Proposed date of entry into force
 20 days from publication in the Official Journal of the EU (The provisions shall apply from six months after entry into force of this Regulation.)
