D4/D5: Consultation by ECHA

The European Chemicals Agency launched a call for comments and evidence on Octamethylcyclotetrasiloxane (D4) and Decamethylcyclopentasiloxane (D5). The purpose of this consultation is to gather any relevant information for the preparation of an Annex XV restriction dossier under REACH regulation. Inputs can be sent until August 3, 2017.

On May 03, 2017, ECHA launched a call for evidence to identify the current uses of D4/D5 in consumer and professional products – including leave-on cosmetic products –, the content of D4/D5 and emission rates from these articles, as well as other relevant information for the preparation of an Annex XV restriction dossier.

As for the cosmetics concerned, the Agency asks for information on the tonnages used for leave-on products (specifying the type of product: antiperspirants, hair products, skin products, etc.) and the number of necessary reformulations for replacement in case of a ban of D4/D5. ECHA will make the same assumptions as for the wash off products made in the SEAC (Committee for Socio-economic Analysis) evaluation of the UK’s proposal on D4/D5 unless other justified information is received.

On February 20, 2017, the European Union had already transmitted to WTO a draft regulation aimed at restricting the use of octamethylcyclotetrasiloxane (D4) and decamethylcyclotetrasiloxane (D5) to 0.1% in rinse-off cosmetic products. This regulation should be adopted on the second half of 2017.

This current call for evidence targets interested parties such as companies (manufacturers, suppliers, distributors, importers, etc.), trade associations, scientific bodies and any other stakeholders holding relevant information. It …
