On 3 December 2024, negotiators from the Parliament and the Council reached a provisional political agreement validating the additional one-year period proposed by the European Commission for the gradual implementation of Regulation (EU) 2023/1115, now known as the “Deforestation” Regulation.
Published on 9 June 2023, the EUDR (European Union Deforestation Regulation) aims to “minimising the European Union’s contribution to deforestation and forest degradation worldwide,” and “reducing the Union’s contribution to greenhouse gas emissions and global biodiversity loss”.
It has a direct impact on some cosmetic ingredients, such as those made from cocoa, coffee, palm oil or soya.
At the beginning of October, in view of the complexity of the text to be implemented, the insufficient progress in preparing operators and the diversity of the international stakeholders concerned, the European Commission proposed to postpone by one year the date of entry into force of the text.
This proposal has now been agreed by the European Parliament and the Council.
If this agreement is formally adopted by the end of 2024, the Regulation will become applicable:
• On 30 December 2025 for large companies and
• On 30 June 2026 for micro and small companies
In return, the Commission has undertaken to finalise the country benchmarking system by 30 June 2025 at the latest, and to bring on stream the information system in which companies will register their due diligence declarations from early December.
