ECHA: SEAC adopts final opinion on restriction of D4, D5 and D6

ECHA : le SEAC adopte son opinion finale sur la restriction des D4, D5 et D6

It was already known that ECHA’s two Committees, the RAC (Committee for Risk Assessment) and the SEAC (Committee for Socio-economic Analysis), had expressed support for ECHA’s proposed restrictions on siloxanes D4, D5 and D6. As expected, the SEAC has now adopted its final opinion on the subject.

ECHA announced that its Committee for Socio-economic Analysis (SEAC) adopted its final opinion supporting ECHA’s proposal to restrict the placing on the market of D4, D5 and D6 as substances, as contituents of other substances, or in mixtures in a concentration equal to or greater than 0.1 % weight by weight of each substance. This proposal covers both leave-on personal care products (D4, D5 and D6) and other consumer or professional products as well as wash-off personal care products (D6).
SEAC concluded that the proposed restriction is the most appropriate EU-wide measure to address the identified risks in terms of the proportionality of its socio-economic benefits to its costs.

ECHA’s Committee for Socio-economic Analysis is responsible for preparing the opinion of the Agency on applications for authorisation and proposals for restrictions. SEAC also prepares opinions on specific questions relating to socio-economic issues and on any other aspects concerning the safety of substances on their own, in preparations or in articles at the Executive Director’s request. The final decision for proposals for restrictions as well as on applications for authorisation will be taken by the European Commission through a committee procedure.
