Furfural: Consultation by European Commission

On 17 November 2016, the European Commission has launched a public consultation on its proposal to make regulations evolve as regard the cosmetic ingredient Furfural. This project aims to restrict the use of Furfural at the concentration up to 0.001% in cosmetic products. This consultation will remain open until February 20, 2017.

Background

 2-Furaldehyde (Furfural) is currently not regulated in Regulation (EC) No 1223/2009 on cosmetic products.

Furfural (CAS 98-01-1) is a substance classified as category 2 carcinogen (category 3 carcinogen according to the old classification rules).

The use of Furfural in cosmetic products has been evaluated by the Scientific Committee on Cosmetic Products and Non-food products intended for Consumers (SCCNFP) which concluded in its opinion of 25 May 2004 that:
'Based on the information on the amount of fragrance compound present in the finished cosmetic products provided in table 2 of this opinion, the SCCNFP is of the opinion that furfural can be safely used as a fragrance/flavour ingredient at a maximum concentration of 0.036% in the fragrance compound. The maximum concentration of furfural that can be safely used as a fragrance/flavour ingredient in toothpaste is 0.002% in the fragrance compound.'
'SCCNFP does not recommend any further restrictions to the use of Furfural as a fragrance/flavour ingredient in cosmetic products'.
