Published via an European Commission Decision 2019/701 of 5 April 2019, the Glossary of common ingredient names for use in the labelling of cosmetic products came into force on 8 May 2020. It is therefore now the mandatory reference for the correct labelling of ingredient lists on cosmetic products.

This glossary of common ingredient names has been established by the European Commission in accordance with Article 33 of the Cosmetics Regulation 1223/2009.
It includes 26491 names of cosmetic ingredients under their INCI names but no CAS numbers or other means of identifying them, does not constitute a list of authorised substances and includes some that are prohibited.
It is these INCI names that must now be used in the mandatory declaration of ingredients in product formulations.

It is the responsibility of manufacturers and Responsible Persons to take all appropriate measures to comply with this obligation, by ensuring the conformity of their PIFs and labels, checking the state of stocks of products available on the market and informing distributors of the deadline for withdrawing non-compliant products from the market.
