An ELIPSO/FEBEA guide on the recyclability of plastic cosmetic packaging

Un Guide ELIPSO/FEBEA sur la recyclabilité des emballages cosmétiques en plastique

On 17 January 2025, ELIPSO (the trade association representing manufacturers of plastic and flexible packaging) and FEBEA (the trade association for manufacturers of cosmetic products) published a Guide on the recyclability of plastic cosmetic packaging. This publication comes just at the right time, as the European Regulation on packaging and packaging waste imposes new requirements in this area.

“In a complex and constantly evolving context concerning packaging recyclability criteria, the cosmetics value chain has deemed it necessary to draw up common sectoral recommendations on recyclability,” explains the press release presenting the guide.

A collaborative effort between packaging manufacturers and marketers, members of ELIPSO and the FEBEA, this guide is part of a collective approach to anticipate European regulatory requirements (see the Regulation on packaging and packaging waste) and to assist packaging eco-design choices by identifying technical difficulties.
The co-construction of this guide has made it possible to identify the key issues as well as the main levers for action to improve recyclability for six emblematic packaging categories in the cosmetics sector: tubes, boxes, pallets and compacts, sticks (deodorant and lipstick), pumps, jars and PIFs (mascara, lip gloss, etc.).

These recommendations will guide all cosmetics companies on the road to recyclability and reinforce the sector’s commitment to the ecological transition.
However, ELIPSO and the FEBEA would like to point out that this document is a professional tool which does not constitute a legal interpretation of the regulations applicable to packaging for cosmetic products. It does not exempt operators from their responsibilities in applying these regulations.
