The European Chemicals Agency (ECHA) has just launched consultations on proposals for the classification and harmonised labelling (or classification amendments) of nine ingredients that may be used in cosmetics. Among them, six perfuming agents and one preservative listed in Annex V of the Cosmetics Regulation.
Perfuming agents
Six substances with an INCI name and listed in the CosIng with the function of “perfuming” are concerned by this consultation:
• INCI: 3,5-Dimethyl-3-Cyclohexene-1-Carbaldehyde, CAS: 68039-48-5, EC:268-263-6
• INCI: 3,6-Dimethyl-3-Cyclohexene-1-Carbaldehyde, CAS: 67801-65-4, EC: 267-186-5
• INCI: Dimethyl-3-Cyclohexene-1-Carbaldehyde, CAS: 27939-60-2, EC: 248-742-6
• INCI: Dimethyltetrahydro Benzaldehyde, CAS: 68737-61-1, EC: 272-113-5
• INCI: 2,4,6-Trimethyl-3-Cyclohexenecarbaldehyde, CAS: 1423-46-7, EC: 215-833-7
• INCI: Isocyclocitral, CAS: 1335-66-6 / 1423-46-7 / 67634-07-5, EC: 215-638-7 / 215-833-7 / 266-810-3
None of these ingredients are currently listed in Annex VI of the CLP Regulation. They are also not regulated by the Cosmetics Regulation 1223/2009.
Germany proposes to classify them for their skin sensitising potential as:
• Skin Sens. 1, H317 - May cause an allergic skin reaction
• Pictograms: GHS07
• Warning statement: Wng (Warning)
This consultation is open until 29 April 2022.
o-Phenylphenol
The substance biphenyl-2-ol (CAS: 90-43-7, EC: 201-993-5, INCI: o-Phenylphenol) is currently listed in Annex V (preservatives), entry 7 of Cosmetics Regulation 1223/2009. Regulation 2018/1847 of 26 November 2018 has already reduced its maximum permitted concentration to 0.2% in rinse-off cosmetic products and 0.15% in leave-on products.
