A survey on health-based limit values

In the framework of the “1 substance, 1 assessment” initiative, the European Commission plans to develop a data platform on chemical substances including health-based limit values. The company NovaMechanics, which specialises in “Cheminformatics”, has launched a survey on this subject on the European EUSUrvey website.

In its introduction, the online questionnaire recalls that health-based limit values (HBLVs), also known as reference values and legal limits, are used in regulatory context to protect human and environment from adverse effects from chemical substances or mixture.
Health-based limit values (HBLVs) are defined as the highest dose or concentration at which no adverse effects on human health or the environment are expected, or these risks are considered acceptable. These values are exclusively based on scientific data derivations or they have been modified under consideration of socio-economic, technical feasibility or political aspects.
First attempts on the consolidation of HBLVs determined under different processes were made by the European Commission, the European Chemicals Agency (ECHA) and the European Food Safety Authority (EFSA). These approaches are the EU pesticides database, the OpenFoodTox database and the EU Chemicals Legislation Finder (EUCLEF).

As part of the “1 substance, 1 assessment” approach, the European Commission aims to develop a centralised and structured repository in the form of an online platform that would make all relevant HBLVs easily available and accessible at one place.
