CLH consultations for Eugenol and Talc

Consultations CLH pour l'Eugenol et le Talc

On 19 June 2023, the European Chemicals Agency (ECHA) launched three consultations on proposals for harmonised classification and labelling. Two relate to Eugenol, a fragrance ingredient, and the third to Talc, used in cosmetics for its absorbent, anti-caking or texturising properties. These consultations are open until 18 August 2023.

Eugenol

The substance “eugenol; Phenol, 2-methoxy4-(2-propenyl)” (No.CAS: 97-53-0, No.EC: 202-589-1, INCI: Eugenol) is a fragrance ingredient, currently regulated by entry 71 of Annex III of Cosmetics Regulation 1223/2009, which states that its presence must be indicated in the list of product ingredients when its concentration exceeds 0.001% in leave-on products and 0.01% in rinse-off products. It is not currently listed in Annex VI of CLP Regulation 1272/2008.
It is therefore the subject of two parallel consultations, one initiated by Spain and the other by Denmark.

Spain’s proposal

Spain (and Greece, the co-rapporteur Member State) propose to classify the substance as follows.
Hazard class and Category codes, Hazard statement codes
• Acute Tox. 4, H302 - Harmful if swallowed.
• Skin Irrit. 2, H315 - Causes skin irritation.
• Eye Irrit. 2, H319 - Causes serious eye irritation.
• STOT SE 3, H336 - May cause drowsiness or dizziness.
• Aquatic Chronic 2, H411 - Toxic to aquatic life with long lasting effects.
