On a proposal from the French Anses, the European Chemicals Agency (ECHA) has opened a public consultation as part of the process to identify Triphenyl Phosphate as a SVHC (Substance of Very High Concern) under the REACH Regulation. The consultation is open until 15 April 2024.
Triphenyl phosphate (TPhP; CAS No.115-86-6; EC No.204-112-2; INCI: Triphenyl Phosphate) is listed in the CosIng with the function: Plasticiser.
The substance is not currently regulated by European Cosmetics Regulation 1223/2009, nor does it have an entry in European CLP Regulation 1272/2008.
At the end of its assessment under CoRAP, Anses concluded that the substance:
• Should be included in Annex VI of the CLP Regulation with a classification of endocrine disruptor for the environment,
• Should be identified as a SVHC (Substance of Very High Concern) and be subject to authorisation for this same property.
This identification as a SVHC is the subject of the consultation that ECHA opened on 1 March 2024, and which will close on 15 April.
In its “Annex VI” report, the French agency states that: “Based on all available scientific evidence, it can be concluded that TPhP fulfils the WHO/IPCS definition of an endocrine disruptor.
