On 12 June 2023, the European Chemicals Agency (ECHA) launched two consultations on proposals for harmonised classification and labelling from Ireland for Heliotropine, a fragrance ingredient, and from Slovenia for Potassium Caroate, an oxidising agent. These consultations are open until 11 August 2023.
Heliotropine
The substance “piperonal; 1,3-benzodioxole-5-carbaldehyde” (No.CAS: 120-57-0, No.EC: 204-409-7, INCI: Heliotropine) is a fragrance ingredient listed in the CosIng.
It is not currently regulated by Cosmetics Regulation 1223/2009, nor is it listed in Annex VI of CLP Regulation 1272/2008.
Ireland’s proposal
Ireland proposes to classify the substance as follows.

NB: If the Repr. 1B classification process is completed, the substance’s authorisation for use in cosmetic products could be called into question, due to its CMR status.
Potassium Caroate
The substance “trihydrogen pentapotassium di(peroxomonosulfate) di(sulfate)” (No.CAS: 70693-62-8, No.EC: 274-778-7, INCI: Potassium Caroate) is an oxidising agent listed in CosIng. It is not currently regulated by Cosmetics Regulation 1223/2009, nor is it listed in Annex VI of CLP Regulation 1272/2008.
