On 27 March 2023, the European Chemicals Agency (ECHA) published the intention from Sweden of a harmonised classification and labelling (CLH) for Carvone, a fragrance ingredient, as a reprotoxic substance of category 2. A threat to its use in cosmetics if the process is completed.
L-p-mentha-1(6),8-dien-2-one (CAS: 6485-40-1; CE: 229-352-5; INCI: Carvone) is an ingredient listed in the Cosing, with the functions: Flavouring, Fragrance, Perfuming.
It is not regulaed by the Cosmetics Regulation 1223/2009.
It is listed in Annex VI/606-148-00-8 to CLP Regulation 1272/2008, with the following classification:
• Skin Sens. 1, H317 - May cause an allergic skin reaction
Sweden proposes to classify the substance as follows:
• Skin Sens. 1B, H317 - May cause an allergic skin reaction
• Repr. 2, H361 - Suspected of damaging fertility or the unborn child
• Asp. Tox. 1, H304 - May be fatal if swallowed and enters airways
• Aquatic Chronic 3, H412 - Harmful to aquatic life with long lasting effects
If the process comes to an end and this classification becomes effective, Carvone would therefore be listed as a CMR, the use of which, unless exempted, is prohibited in cosmetic products in Europe.
