Three Opinions by the SCCS have been released on 26 July 2013, dealing with cosmetic nano-ingredients. The Opinion on titanium dioxide has been adopted through a written procedure on 22 July, and the one about zinc oxide through a written procedure on 23 July. As for the MBBT UV filter, the Opinion released on 18 March 2013 has been updated. All three are open for comments until 18 September 2013.
These SCCS Opinions on the main nanomaterials used in cosmetics have been waited for for a long time. The industry is longing for their listing, as nanos, in the Annexes of the new Regulation.
Their add-on in the list of allowed UV filters avoids their notification to the Commission six months prior to their placing on the market, and allows for their using directly, without any other obligation than the [nano] mention in the list of ingredients on the label.
Thanks to the release of these three Opinions on 26 July, it looks like things are on the right track…

Opinion
1. Does SCCS consider that use of titanium dioxide in its nanoform as an UV-filter in cosmetic products in a concentration up to maximum 25.0% is safe for the consumers taken into account the scientific data provided?
On the basis of the available evidence, the SCCS has concluded that the use of TiO2 nanomaterials with the characteristics as indicated below, at a concentration up to 25% as a UV-filter in sunscreens, can be considered to not pose any risk of adverse effects in …
