Ingredients

They are the cornerstone of cosmetics. Whether plant extracts, synthetic substances, animal productions, simple compounds, or sophisticated raw materials, historically known or derived from recent scientific research, cosmetic ingredients all have their own stories, characteristics, functions, properties, suppliers, formulation processes, and sometimes their own regulatory restrictions. This database is regularly completed and updated.

Regulation 2022/1181: entry into force this 31 July 2024Subscribers only

It comes into force for products placed on the market this 31 July. Regulation 2022/1181 of 8 July 2022 amended the preamble to Annex V (authorised preservatives) of Cosmetics Regulation 1223/2009 to define the new threshold for labelling the presence of formaldehyde releasers.

IARC classifies talc in Group 2ASubscribers only

On 5 July 2024, the IARC (International Agency for Research on Cancer) released the results of its evaluation of the carcinogenicity of talc, announcing that it had been classified in Group 2A of substances “probably carcinogenic to humans”. A summary has just been published as an article in The Lancet Oncology.

Reminder: entry into force of S.I 2023/764 in Great BritainSubscribers only

Statutory Instrument 2023 No. 764, entitled The Cosmetic Products (Restriction of Chemical Substances) Regulations 2023, comes into force on 6 July 2024. It introduces restrictions on the use of Methyl-n-Methylanthranilate and authorises bis-(Diethylaminohydroxybenzoyl Benzoyl) Piperazine (HAA299) as a UV filter.

Proposal for classification of Propylparaben as ED ENV 1Subscribers only

On 3 July 2024, the European Chemicals Agency (ECHA) announced that Belgium had submitted a proposal for harmonised classification and labelling of Propylparaben as an environmental endocrine disruptor.

Silver: final Opinion of the SCCSSubscribers only

Following an opinion from the Risk Assessment Committee (RAC) of the European Chemicals Agency (ECHA) recommending that silver be classified as “Toxic for Reproduction Category 2”, the European Commission asked the SCCS to assess it safety. The Scientific Committee has just published its final Opinion.
