CPNP assessment and outlook

The CPNP, the European portal for centralised notification of cosmetic products, was put online on 11 January 2012. A nice innovation of Cosmetics Regulation 1223/2009, since the system allows operators to make only one notification of their new products for the whole of Europe. Giulia Ciarlo, from the European DG-Sanco, drew a first assessment after almost two years of operation of this new tool, during the 11th edition of the Cosmetic Valley Perfumes and Cosmetics Congress.

Under the old Cosmetics Directive, all new cosmetic products had to be notified before being placed on the market at national level: In practical terms, and for Europe alone, the same product had to be the subject of 28 different notifications, one per Member State.
To replace this old heavy system, the Cosmetics Regulation introduced a simplified, centralised and electronic procedure, via the CPNP.

It must be acknowledged that simplification and reduction of the workload were not obvious at first sight to companies. Firstly because it was also necessary to re-notify existing products before moving on to new ones, and secondly because it was necessary to master a new tool, with its specific features and requirements.

But today, once the installation and learning phase is over, things seem to be settling down at a cruising pace. In any case, this is the opinion of Giulia Ciarlo, from the Health Technologies and Cosmetics Unit of the European DG-Sanco (Health and Consumers Directorate-General), who came to the Chartres congress to draw up an initial assessment of the new system and shed light on some prospects for development.
