French ANSM: the 2020 activities in the cosmetics sector

IGAS report on the health safety of cosmetic and tattoo products, GMPs inspections, notices to manufacturers and other Agency publications, controls on the use of nano-titanium dioxide in toothpastes… During the Cosmetic Valley Perfumes & Cosmetics congress, held on 4 and 5 November 2020, Thomas Lecardez, Head of the INSMAR division and Manuela Boutillier, Inspector of Cosmetic Products, gave an overview of ANSM’s 2020 news.

IGAS Report

The report “Organisation of the health safety of cosmetic and tattoo products: state of play and desirable developments” of the IGAS (General Inspectorate of Social Affairs) was published in July 2020.
It points out “weaknesses that could jeopardise health safety” and therefore proposes guidelines to strengthen the French organisation and to develop the European evaluation and monitoring system. According to its conclusions, two main options are possible: the reinvestment of the ANSM, mobilising its monitoring and expertise resources, or the strengthening of the National Agency for Food, Environmental and Occupational Health Safety (ANSES), which is best placed to integrate all the health and environmental dimensions of the assessment of these risks.
Thomas Lecardez pointed out that the ANSM has not yet reached any firm conclusions on these findings.

GMPs deviations

As a reminder, compliance with GMPs is a requirement for product quality which is implemented both by subcontractors and by contractors.
Article 8 of the Cosmetics Regulation states that the manufacture of cosmetic products must comply with GMPs in order to guarantee the objectives of Article 1 (products safe for the health of consumers) and compliance with GMPs is presumed when the manufacture complies with harmonised standards, in …
