As every year, at the end of the Cosmetic Valley Perfumes & Cosmetics Congress held on December 1st and 2nd, 2021, the entire FEBEA team answered questions prepared by the congressmen during the two days of conferences. A session in which claims, the status of borderline products, the calculation of naturalness, some points of safety assessment and the determination of “Made in” were discussed.

Is the claim “Ammonia-free” acceptable for hair dye products?

Laure Menanteau’s answer
Ammonia is a permitted substance under the Cosmetics Regulation. Therefore, theoretically, this claim is not allowed. However, since it would indicate the absence of a substance with an unpleasant odour, it could be considered as useful information for the consumer, and could be tolerated. However, care should be taken to ensure that this is not the main argument for the product so as not to denigrate it.

Similarly, are “Resorcinol-free” or “PPD-free” claims, which are replaced by better tolerated derivatives, acceptable for hair dye products, given that these two compounds are known to have allergenic potential?

In this case, these two health claims are prohibited. For Resorcinol, it is clearly stated in the precautions for use in Annex III of the Regulation that as soon as it is present in a product, it must …
