Canada: Update of the Cosmetic Ingredient Hotlist

Canada has just announced the update of its “Cosmetic Ingredient Hotlist”. This includes the addition of two ingredients that are now restricted and the revision of provisions for four others. Two other planned changes have been postponed pending further information.

Ethylhexyl Ethylhexanoate

This ingredient was added to the list of restricted substances due to health concerns, as assessed by the Government of Canada’s Chemicals Management Plan (CMP) under the Canadian Environmental Protection Act, 1999 (CEPA 1999).

In Europe
Ethylhexyl Ethylhexanoate (CAS: 7425-14-1) is listed in Annex II/1491 (Prohibited substances) to Cosmetics Regulation 1223/2009, due to its CMR classification (Repr. 2 - Toxic for reproduction category 2).

Azelaic acid and its salts

These ingredients were added to the list of restricted substances due to known therapeutic properties and risk of skin irritation at concentrations above the maximum permitted concentration of 14%.

• Nonanedioic acid - Azelaic Acid (CAS: 123-99-9)
• Dipotassium Azelate (CAS: 52457-54-2) • Disodium Azelate (CAS: 17265-13-3 / 27825-99-6 / 132499-85-5)
Maximum Concentration Permitted • 14%

In Europe
None of these ingredients are restricted by the Cosmetics Regulation 1223/2009.
