Dihydroxyacetone: the UK government is preparing its own assessment

Dihydroxyacetone : le gouvernement britannique prépare sa propre évaluation

While the European Union is preparing to restrict the use of Dihydroxyacetone (a self-tanning and hair dye ingredient), the UK government is preparing its own safety assessment of the substance before possibly including it in the annexes of its Cosmetics Regulation. To prepare its defence, the CTPA (Cosmetic, Toiletry and Perfumery Association) has just announced a call for data.

On 20 October 2020, the European Union transmitted to the WTO a draft Regulation intended to introduce restrictions on the use of Dihydroxyacetone (CAS: 96-26-4; CE: 202-494-5).
On the basis of the SCCS’ Opinion adopted of 3-4 March 2020, it is planned to add the substance to Annex III (restricted substances) to the Cosmetics Regulation 1223/2009 to authorise it only in non-oxidising hair colouring products and self-tanning products, at a maximum concentration of 6.25% and 10%, respectively.
This Regulation should be adopted in the 2nd quarter of 2021.

The UK government intends to conduct its own assessment of Dihydroxyacetone before possibly adding it to the UK cosmetics regulations. The Cosmetic, Toiletry and Perfumery Association (CTPA), which represents the UK cosmetics industry, is calling on all interested parties who wish to support uses of the substance in the UK, in addition to those foreseen in future entries in Annex III of the EU Cosmetics Regulation, to submit data for this purpose.
