OPSS impact survey on future BHT restrictions

The Cosmetics, Toiletry and Perfumery Association (CTPA), which represents the UK cosmetics industry, has just announced that the UK Office for Product Safety and Standards (OPSS) has opened a consultation to assess the impact of the forthcoming restrictions on BHT notified at the end of October 2023.

On 27 October 2023, the Great Britain announced forthcoming restrictions on the use of Butylated Hydroxytoluene (BHT), an antioxidant with potential endocrine disrupting properties.
The aim is to restrict the maximum permitted concentrations of BHT (CAS No: 128-37-0, EC No: 204-881-4, INCI: Butylated Hydroxytoluene) as follows:
• In toothpaste: 0.1%
• In mouthwash: 0.001%
• In leave-on oral care products: 0.001%
• In other leave-on and rinse-off products: 0.8%
These provisions are expected to entrent come into force:
• On 6 October 2024 for products placed on the market
• On 6 February 2025 for products made available ont the market

On 27 November, the CTPA announced that the OPSS had opened a stakeholder consultation, in the form of an online questionnaire, to assess the impact that these measures could have on them. The CTPA is encouraging companies to respond, assuring that responses can be made in 5-10 minutes and will be anonymised, as some commercially sensitive information is requested.
The questionnaire is online until 8 December 2023.
