They have been adopted during the plenary meeting, on March 22, 2012, and are open for comments until May 7. The SCCS has just released seven new opinions on six hair dyes and a fragrance ingredient. Opinions are diverse.
HC Blue n° 15
Used as a as a direct dye in oxidative and non-oxidative hair colouring products. The final concentration on the scalp can be up to 0.2%.
Based on the low Margin of Safety using on a worst case assumption of dermal absorption, HC Blue n° 15 cannot be considered safe for use in oxidative hair dye formulation at a maximum on-head concentration of 0.2%.
To come to a final conclusion, the SCCS is of the opinion that a state of the art percutaneous absorption study would be required.

Disperse Blue 377
Used in non-oxidative hair dye formulations at a concentration up to 2%.
Based on the data provided, the SCCS is of the opinion that the use of Disperse Blue 377 as a non-oxidative hair dye with a maximum on-head concentration of 2.0% does not pose a risk to the health of the consumer.
A sensitisation potential cannot be excluded.
