On this 31 December 2024, the new restrictions on the preservatives Triclocarban and Triclosan set out in Regulation 2024/996 come into force. They apply to all new products placed on the market.
Published on 4 April 2024, Regulation (EU) 2024/996 amends entries 23 and 25 of Annex V (preservatives) of European Cosmetics Regulation 1223/2009. It lays down new conditions of use for Triclocarban and Triclosan.
From 31 December 2024, new products placed on the European Union market must therefore comply with the following requirements.
The same provisions will apply to products made available on the market from 31 October 2025.

Wordings of conditions of use and warning
For toothpaste containing Triclocarban the following labelling is obligatory: “Not to be used for children under 6 years of age”.
