UK updates its cosmetic ingredients regulation

Le Royaume-Uni met à jour sa réglementation des ingrédients cosmétiques

The UK has updated the technical annexes of its version of the Cosmetics Regulation 1223/2009, as amended by the Product Safety and Metrology Statutory Instrument. This update concerns in particular Deoxyarbutin, Salicylic acid and 36 substances classified as CMR, including Zinc Pyrithione and Butylphenyl Methylpropional.

Following advice from the Chemical Safety of non-food and non-medicinal consumer products (SAG-CS), the UK government has now published this update, which covers a total of 37 ingredients.

Deoxyarbutin

In Annex 2 (prohibited substances), the following is inserted:
• Reference number: 1645
• Chemical name/INN: 4-[(tetrahydro-2H-pyran-2-yl)oxy]phenol
• CAS number: 53936-56-4
• EC number: 800-360-6

After 15 December 2022, non-compliant products cannot be placed on the market in the UK.
Products that are made available on the market prior to 15 December 2022 can be made available on the market until 15 March 2023.

Reminder of the regulations in the European Union
Deoxyarbutin was added to Annex II by Regulation 2021/1099 under Order No.1657, and is therefore already prohibited.
