A consultation on the European water resilience strategy

On 4 February 2025, the European Commission opened a consultation on its future water resilience strategy. This initiative will take the form of a Commission Communication, designed to put in place a multi-annual cross-sectoral plan. The consultation is open until 4 March 2025.

“Water and aquatic ecosystems are under severe pressure,” the Commission explains. “The European Water Resilience Strategy will set up a holistic multi-annual cross-sectoral plan with milestones in 2030 or 2040 to achieve a water resilient Europe, to ensure that water sources are properly managed, scarcity is addressed, and that we enhance the competitive innovative edge of our water industry and take a circular economy approach. It will cover action in the EU as well as globally.”
This initiative will take the form of a Communication, which will “coperationalise the strong thrust to be given to water efficiency in many policy domains and by all sectors using water.”

The overall goal is to set a path to better integrating water considerations across different policies and sources of funding.
It will focus on three specific objectives:
• Restore and protect the broken water cycle;
• Ensure clean and affordable water and sanitation for all; and
• Promote a competitive EU water industry and a clean, water-wise and circular economy.
The Commission will also put emphasis on the Water Efficiency First principle to better manage water demand and increase water reuse and circularity across economic sectors in the EU.
