As the National Waste Prevention Plan (Plan National de Prévention des Déchets - PNPD) 2014-2020 has come to an end, a new plan to translate the prevention objectives and measures for the period 2021-2027 is proposed by the French Ministry of Ecological Transition. The draft text is open for comment until 7 February 2023 inclusive.

The first national waste prevention plan was implemented in France in 2004 and laid the foundations for waste prevention action at national level. Structured around 13 thematic work areas and 54 actions, it was assessed to evaluate the achievement of the objectives set.
Although the various actions of the PNPD have made significant progress, they have been unevenly implemented in different areas. For example, the reduction in the production of household and similar waste (-1.3% between 2010 and 2018) was insufficient to achieve the target of 10%.
“The assessment allows for the identification of progress margins. These concern in particular the mobilisation and commitment of economic players in actions aimed at reducing their waste, increasing performance in terms of eco-design, extending the life of products and reuse,” the Ministry says.

And to recall the objectives set by the law on the fight against waste and the circular economy of 10 February 2020 (AGEC law), some of which concern the cosmetics sector:
• Reduce by 15% the quantities of household and similar waste produced per inhabitant in 2030 compared to 2010
