The law was approved on 8 October 2023 by Governor Gavin Newsom. In addition to the 12 cosmetic ingredients (or groups of ingredients) already banned from 1 January 2025, it adds a further 26, which will come into force on 1 January 2027.
An earlier law, dating from 2020, already prohibited manufacturing, selling, delivering, holding, or offering for sale in commerce any cosmetic product containing 12 cosmetic ingredients (or groups of ingredients).
This new act adds 26 more. All are already listed in Annex II (Prohibited Substances) of European Cosmetics Regulation 1223/2009, but are not (yet?) banned in the rest of the United States.
