Canada: Consultation on proposed updates to the Cosmetic Ingredient Hotlist

Canada : Consultation sur les modifications proposées à la Liste critique des ingrédients cosmétiques

On October 14, 2020, Health Canada opened a consultation on several amendments to the Cosmetic Ingredient Hotlist. These adjustments, which have been known globally since January 2020, had to be put on hold due to the Covid-19 pandemic, but things are now back on track. This consultation is open until 12 December 2020.

In the words of the Canadian institution, the Cosmetic Ingredient Hotlist is “an administrative tool that Health Canada uses to communicate to manufacturers and others that certain substances, when present in a cosmetic, may contravene the general prohibition found in section 16 of the Food and Drugs Act or a provision of the Cosmetic Regulations.”
Its last update was in December 2019.
The one proposed today covers seven ingredients and/or groups of ingredients.

Ethylhexyl Ethylhexanoate

Health Canada’s explanation
Ethylhexyl Ethylhexanoate is being considered for addition to the list of restricted substances due to health concerns, as assessed by the Government of Canada’s Chemicals Management Plan (CMP) under the Canadian Environmental Protection Act, 1999 (CEPA 1999)

Proposed Hotlist Conditions
• In body lotions, maximum concentration permitted: 0.1%
• In foot lotions, maximum concentration permitted: 0.5%
• In face make-up, maximum concentration permitted: 0.6%
