On 11 September 2023, the European Chemicals Agency (ECHA) launched a consultation on Sweden’s proposal for harmonised classification and labelling of Silver Nitrate, in particular as “Toxic for reproduction” of category 1 B and “Mutagen” of category 2. The consultation is open until 10 November 2023.

Silver nitrate (No.CAS: 7761-88-8; No.EC: 231-853-9; INCI: Silver Nitrate) is an ingredient listed in Cosing, with the function: Hair dyeing
It is regulated in Annex III/48 (Restricted substances) of Cosmetics Regulation 1223/2009, which limits its use to the colouring of eyelashes and eyebrows at a maximum concentration of 4%, and requires the labelling of the mention: “Contains silver nitrate”, and the warning: “Rinse eyes immediately if product comes into contact with them”.
It is listed in Annexe VI/047-001-00-2 of CLP Regulation 1272/2008, with the following classifications:
• Ox. Sol. 2, H272 - May intensify fire; oxidiser
• Skin Corr. 1B, H314 - Causes severe skin burns and eye damage
• Aquatic Acute 1, H400 - Very toxic to aquatic life
• Aquatic Chronic 1, H410 -Very toxic to aquatic life with long lasting effects

The proposal by Sweden

Sweden proposes to classify the substance as follows.
Hazard class and Category codes, Hazard statement codes
• Ox. Sol. 1, H271 - May cause fire or explosion; strong oxidiser
• Acute Tox. 2, H300 - Fatal if swallowed, ATE = 29 mg/kg bw
• Skin Corr. 1A, H314 - Causes …
