CLH consultations for Propyl Gallate and Sulfur

Consultations CLH pour le Propyl gallate et le Sulfur

The European Chemicals Agency (ECHA) has just launched two consultations on proposals for changes in harmonised classification and labelling. One involves an antioxidant, Propyl gallate, the other an anti-sebum agent, Sulfur. Both consultations are open until 3 September 2021. Details and decryption.

Propyl Gallate

Propyl 3,4,5-trihydroxybenzoate (CAS: 121-79-9 - CE: 204-498-2 - INCI: Propyl gallate) is currently listed in Annex VI, entry 607-198-00-3 to the CLP Regulation with the classifications Acute Tox. 4* - H302 (Harmful if swallowed) and Skin Sens. 1 - H317 (May cause an allergic skin reaction).
It is not regulated by Cosmetics Regulation 1223/2009.
It is listed in the CosIng with the functions of antioxidant and perfuming.

Germany proposes to classify the substance in:
• Acute Tox. 4, H302 - Harmful if swallowed
• Skin Sens. 1, H317 - May cause an allergic skin reaction
• Aquatic Acute 1, H400 - Very toxic to aquatic life, M-factor=1
• Aquatic Chronic 2, H411 - Toxic to aquatic life with long lasting effects
• Oral ATE= 1000 mg/kg bw
• Pictograms: GHS07 - GHS09
• Warning statement: Wng

Sulfur

Sulfur (CAS: 7704-34-9 - CE: 231-722-6 - INCI: Sulfur) is currently listed in Annex VI, entry 016-094-00-1 to the CLP Regulation with the classification Skin Irrit. 2, H315 (Causes skin irritation).
It is not regulated by Cosmetics Regulation 1223/2009.
It is listed in the CosIng with the functions of anti-seborrheic, anti-sebum, antistatic, hair …
