CLH proposals: 6 "cosmetic" substances in consultation

The ECHA (European Chemicals Agency) launched several consultations on proposals for harmonised classification and labelling. They involve a total of six substances that can be used in cosmetic products, including three lithium compounds and Butoxyethanol. Details and decryption.

Butoxyethanol (Ethylene glycol monobutyl ether - EGBE)

Butoxyethanol (CAS No.111-76-2, EC No.203-905-0) is currently listed in Annex VI of the CLP Regulation with the following classifications :
• Acute Tox. 4; H332 - Harmful if inhaled
• Acute Tox. 4
; H312 - Harmful in contact with skin
• Acute Tox. 4*; H302 - Harmful if swallowed
• Skin Irrit. 2; H315 - Causes skin irritation
• Eye Irrit. 2; H319 - Causes serious eye irritation

On 14 September 2018, ECHA’s Risk Assessment Committee (RAC) adopted an Opinion on the basis of the CLH dossier submitted by Germany, which proposed a classification of category 4 for acute oral toxicity, category 3 for acute dermal toxicity and category 3 for acute toxicity by inhalation. The RRC followed this proposal for oral toxicity and toxicity by inhalation but considered that the substance should not be classified as toxic by the dermal route.
However, following this Opinion, industry submitted new data questioning the classification for toxicity by inhalation. A new mandate has therefore been given to the RAC regarding a possible revision of its Opinion on this point and …
