CLH proposals for Hexyl salicylate and Disperse Red 17

Propositions CLH pour l'Hexyl salicylate et le Disperse Red 17

The European Chemicals Agency (ECHA) has just launched two consultations on proposals for harmonised classification and labelling. One concerns Hexyl Salicylate (fragrance ingredient), the other Disperse Red 17 (hair dyeing ingredient). Both consultations are open until 9 April 2021. Details and deciphering.

Hexyl Salicylate

Hexyl Salicylate (CAS: 6259-76-3; EC: 228-408-6) is currently not included in CLP Regulation 1272/2008 and is not regulated by Cosmetics Regulation 1223/2009. It is listed in the CosIng with the functions of fragrance and perfuming agent.
France proposes to classify the substance in Skin Sens. 1 - H317 (May cause an allergic skin reaction) and Repr. 2 - H361d (Suspected of damaging the unborn child) with the pictograms GHS07 - GHS08 and the warning statement Wng (Warning).

Disperse Red 17

2,2’-[[3-methyl-4-[(4-nitrophenyl)azo]phenyl]imino]bisethanol (INCI: Disperse Red 17; CAS: 3179-89-3; EC: 221-665-5) is currently not listed in CLP Regulation 1272/2008. It is listed in the CosIng as a hair dyeing ingredient and has been added to Annex III (Restricted Substances), entry 294 to the Cosmetics Regulation 1223/2009, by Regulation 2015/1190. It is allowed in oxidative and non-oxidative hair dyes at a maximum concentration of 0.2%.
Germany proposes to classify the substance as Skin Sens. 1 - H317 May cause an allergic skin reaction) with the pictogram GHS07 and the indication Wng (Warning).
