On 16 February 2022, the French DGCCRF opened a consultation on the application of Article 23 of the “Climate and Resilience” Law concerning the objective of 20% of sales area dedicated to bulk by 2030. This consultation is mainly aimed at professionals (distributors, producers, processors) and consumer associations. It is open until 8 March 2022.
The DGCCRF (French General Directorate for Competition, Consumption and Fraud Control) is responsible for implementing the provisions of Article 23 of Law No.2021-1104 of 22 August 2021 on combating climate change and strengthening resilience to its effects.
As part of the preparation of the implementing decree for this article, which stipulates that, by 2030, retail outlets of more than 400 m² must devote 20% of their sales area for mass consumption products to bulk sales, the DGCCRF is consulting professionals on the methods of implementing this measure and consumer associations on their expectations regarding the supply of bulk products. The target date for the publication of this decree has been set by the General Secretariat of the French Government at June 2022. Prior notification to the European Commission, in accordance with the provisions of Directive (EU) 2015/1535 of 9 September 2015 laying down a procedure for the provision of information in the field of technical regulations and of rules on information society services, will be required.
