Consultation on a change to Bronopol's CLH classification

On 31 July 2023, the European Chemicals Agency (ECHA) launched a consultation on a proposal from Spain to amend the harmonised classification and labelling of Bronopol. The consultation will run until 29 September 2023.

The substance “bronopol; 2-bromo-2-nitropropane-1,3-diol” (No.CAS: 52-51-7, No.EC: 200-143-0, INCI: 2-Bromo-2-Nitropropane-1,3-Diol) is listed in CosIng with the function: “Preservative”.
It is included in Annex V/21 to Cosmetics Regulation 1223/2009, which limits its maximum concentration in finished products to 0.1% and sets the additional condition of avoiding the formation of nitrosamines.
It is also listed in Annex VI/603-085-00-8 to CLP Regulation 1272/2008, with the following classifications: • Acute Tox. 4*, H302: Harmful if swallowed
• Acute Tox. 4*, H312: Harmful in contact with skin
• Skin Irrit. 2, H315: Causes skin irritation
• Eye Dam. 1, H318: Causes serious eye damage
• STOT SE 3, H335: May cause respiratory irritation
• Aquatic Acute 1, H400 - Very toxic to aquatic life (M factor = 10)

Spain proposes to modify this classification as follows :
• Acute Tox. 3, H301 - Toxic if swallowed
• Acute Tox. 4, H312 - Harmful in contact with skin
• Acute Tox. 3, H331 - Toxic if inhaled
• Skin Irrit. 2, H315 - Causes skin irritation
• Eye Dam. 1, H318 - Causes serious eye damage
• STOT SE 3, H335 - May cause respiratory irritation
• Aquatic Acute 1, H400 - Very toxic to aquatic …
