D4, D5, D6: ECHA Committees support the proposal for restriction in leave-on products

D4, D5, D6 : les Comités de l'ECHA soutiennent la proposition de restriction dans les produits sans rinçage

ECHA (European Chemicals Agency) has just announced that its two Committees, RAC and SEAC, support its proposal to restrict siloxanes D4, D5 and D6 to 0.1% as constituents of other substances or in mixtures. After the identical restriction already validated for D4 and D5 in rinse-off cosmetics, this measure, if it is completed, will therefore also apply to leave-on products.

As a reminder, D4 (Octamethylcyclotetrasiloxane - INCI: Cyclotetrasiloxane) and D5 (Decamethylcyclopentasiloxane - INCI: Cyclopentasiloxane) are prohibited by Regulation 2018/35 in rinse-off cosmetics in a concentration equal to or greater than 0.1% by weight of each substance, after 31 January 2020.
On 30 January 2019, ECHA published a new proposal for restrictions on siloxanes D4, D5 and D6 (Dodecamethylcyclohexasiloxane - INCI: Cyclohexasiloxane), as substances or constituents of other substances, or in mixtures, to prohibit them at a concentration of 0.1% w/w or more of each substance.
This proposal has just received formal support from ECHA’s two expert committees, the RAC (Committee for Risk Assessment) and the SEAC (Committee for Socio-economic Analysis).

RAC Opinion

RAC is responsible for preparing the opinion of the Agency on applications for authorisation, proposals for restrictions and proposals for harmonised classification and labelling.
It adopted its opinion, in support of the proposal by ECHA, to restrict placing on the market of D4, D5 and D6 as substances, as contituents of other substances, or in mixtures in a concentration equal or greater than 0.1% w/w of each substance.
