Fragrances, Hair dyes: 5 requests for Opinions by the SCCS

For fragrance ingredients, this concerns the Butylphenyl methylpropional, for which IFRA recommends specific concentrations, depending on the type of products, and the Vetiveryl acetate. For the ingredients of hair dyes, there is two new substances, 3-amino-2.6-dimethylphenol and Bismuth citrate, and the Disperse red 17. Requests for Opinions have been sent the SCCS for these five substances.

Butylphenyl methylpropional

Background

 2-(4-tert-Butylbenzyl)propionaldehyde (BMHCA, INCI: Butylphenyl methylpropional, CAS: 80-54-6) is a fragrance ingredient used in many compounds in decorative cosmetics, tine fragrances, shampoos, toilet soaps and other toiletries as well as in non-cosmetic products such as household cleaners and detergents.

This substance is currently regulated for labeling purposes in Annex III, 83 of the Cosmetic Regulation 1223/2009 when present in a concentration above 10 ppm for leave-on products and above 100 ppm for rinse-off products.

In October 2012 BMHCA has been introduced in the Registry of submitted Harmonized Classification and Labeling intentions', in view of a harmonized classification as CMR 2 (fertility), under the regulation 1272/2008. However, the substance has not been yet formally classified as a CMR2 under that regulation.

In April 2013 the Commission has received a dossier by the International Fragrance Association (IFRA) on the safety assessment of BMHCA. This submission is intended to demonstrate the safety of the ingredient when used as fragrance ingredients in cosmetic leave-on and rinse-off type products.
IFRA recommends a safe concentration limit for BMHCA when it is used in the specific categories of cosmetic products as developed by the International Fragrance Association (IFRA):
